YANKTON, S.D. (AP) - TransCanada Corp. plans to start moving crude oil through its nearly completed Keystone Pipeline by early next year.
The $5.2 billion, 2,148-mile project will move crude oil from Canada to refineries in Kansas, Oklahoma and Illinois. It crosses eastern South Dakota.
State Public Utilities Commission member Steve Kolbeck says as oil begins to fill the pipeline, supervision of the operation slips from the PUC. Kolbeck says his agency has had few complaints during the 2-year construction phase and that only 1 of the counties had much trouble.
He says TransCanada put up a $12 million bond before construction began, mainly to deal with any road problems.
Kolbeck says other agencies will have direct oversight as the pipeline moves into operation. He says if anything happens after it's running, various state and federal agencies will be involved.
