Branstad appeals denial of flood aid


Gov. Terry Branstad wants the Federal Emergency Management Agency to reconsider its decision rejecting flood aid for counties along the Missouri River.

Branstad submitted the appeal on Thursday. FEMA notified Iowa on Aug. 4 that activation of the Federal Individual Assistance Program for Fremont, Harrison, Monona, Pottawattamie and Woodbury counties was denied. The program helps homeowners, renters and businesses by providing grants and loans.

Branstad says since flooding receded, officials have documented additional damage since the first assessment in July. In the appeal, Branstad asks that Mills County be added to the list.

The governor says a second assessment in September shows 975 properties were damaged in the six counties. In the appeal, the estimated requirements for individual assistance, which includes temporary housing, repairs and replacements, is about $10 million.
