Sioux City leaders cast their first vote to create a zoning ordinance for land-based casinos. At the recommendation of the planning and zoning commission, the city council approved a plan to zone the area bounded by the Missouri River, 8th Street, Wesley Parkway and Floyd Boulevard as okay for land casinos. Several council members say they're still open to other suggestions outside of that area. The zoning change needs to be voted on two more times before it can become part of the city ordinance.
