The water is flowing, but federal funding is barely trickling in.
A ceremony in Vermillion, South Dakota this morning celebrated the opening of the Lewis and Clark Regional Water System, but also served as a call for Washington to finance its completion.
Governor Dennis Daugaard was among those who spoke at ribbon-cutting outside the plant that treats Missouri River water, then ships it out.
Plans are for the system to provide water for 300,000 people in 20 cities in South Dakota, Iowa and Minnesota.
