Iowa creates agency advisory groups for rule input

DES MOINES, Iowa (AP) -

Governor Terry Branstad has ordered Iowa's agencies to create advisory groups and seek their input before pushing new rules to implement legislative changes.

The governor signed an executive order on Monday that requires the creation of "stakeholder rule-making groups" composed of people whose interests will be significantly affected by a new rule or regulation.

Branstad says it's easy for government "to just put regulations in place and put people out of business and be an impediment to economic development and growth. We need a little more common sense in this process."

Each stakeholder group must gather public comment and make recommendations to the agency that has the rule-making authority.
