Sioux City loosens noise ordinance

SIOUX CITY, Iowa (KTIV) -

Permits won't be required before 1:30 a.m. Previously, the cutoff was midnight.

Also, the number of convictions before an applicant has to wait to reapply for a permit has been increased from one to two.
