SHENANDOAH, Iowa (WOWT) -

Kids bullying each other is disappointing.

But, when it's a teacher seemingly encouraging this behavior, it becomes disturbing.

Parents in a Western Iowa town say they believe that's what happened.

They're convinced the teacher hasn't been punished.

It happened at this elementary school in Shenandoah Iowa where parents say a teacher instructed her students to spit on another.

Cory Casteel, a concerned parent says, "I don't know what she was thinking but got up and told the kids to get up and they got in line and walked up and one-by-one spit in this child's face."

Cory and Tiffany Casteel are fired up event though they say it wasn't their child who was spit on.

Tiffany Casteel, a concerned parent says, "And it is just devastating to think of the child that it happened to. And his mom and what they might be going through."

Their 4th grade daughter was there and she witnessed it, but didn't participate.

"You know, I couldn't even imagine what I would do if my daughter came home and 19 other kids had spit in her face," Tiffany Casteel said.

They're still wondering what could have warranted this type of reaction from a teacher.

"We asked our daughter what he was doing wrong, which I feel is irrelevant, but you still wonder? I asked if he was spitting on other children and she said no he wasn't spitting on other children," Tiffany Casteel said.

The school released this statement "The district can not discuss this or any particular incident."

As far as the Casteel's know, the teacher is still at work unpunished.

"She should go. I don't think she should be teaching children," Tiffany Casteel said.

For now, their daughter remains terrified of going to class.
