Several Sioux City casino proposals have been laid out, but don't expect the city council to publicly endorse any of them.
Penn National, Sioux City Entertainment, and Ho-Chunk Incorporated have all bid on the new land-based casino in downtown.
Penn has offered up an additional proposal outside the city limits, in Woodbury County.
City leaders have said they want the casino to be downtown, but the Mayor says beyond that, the council won't back any specific proposal.
"I think individual council members may have opinions on it, I think they have a right to have opinions on what they think are the best proposals, but as a council, unless things change dramatically, which I don't see happening, we're not going to take a position as a council," Scott said.
For his part, Scott says he's abstaining from the conversation to avoid a perceived conflict of interest, which he calls unfounded.
