PREVIOUS: Jesup man accused of dog abuse released from jail

BUCHANAN COUNTY (KWWL) -

Authorities have arrested a Jesup man who they believe is responsible for starving a dog to death.

Waterloo Animal Control officers confirmed the man arrested is Ty Hickman of Jesup.

Authorities said Hickman has been charged with an aggravated misdemeanor for torture of an animal. He was released from the Buchanan County Jail Friday morning after he agreed to appear in court at a later date.

The dog was found covered in feces and urine inside a crate after being dumped alongside Independence Avenue in Waterloo a few weeks ago.

Animal Control officers said if Hickman is convicted for the crime, the person responsible for tipping police off will receive a $7,500 reward. The reward money was raised through public donations.

A facebook page has been created in memory of the dog that can be found here or by searching for "Iowa Puppy Starved. Justice for Caleb."

Animal rights advocates are hoping the strictest penalties are enforced for those responsible for the dog's death.

Diann Helmers with Agape Fosters, a nonprofit animal rescue, has received the ashes of the dog, and plans to have him buried at a Waterloo pet cemetery.
