Highways leading to and from Norfolk are still open, but state roads officials are urging extreme caution as the high winds are still creating low visibilities in rural areas.
Roads officials say many highways in northeast Nebraska are still covered in snow and ice.
The heaviest snowfall happened early this afternoon in and around Norfolk.
Winds gusting as high as 40 miles an hour creating white out conditions on the roads in and around Norfolk.
