Storm Lake, IA man found incompetent to stand trial for murder

STORM LAKE, Iowa (KTIV) -

A northwest Iowa man again has been ruled incompetent to stand trial in the slaying of his brother and stabbing of his parents.

Custody of Jose Tovar was turned over on Monday to the director of the Iowa Medical and Classification Center in Oakdale.

The 25-year-old is accused of stabbing to death his 21-year-old brother, Miguel, and wounding his parents in Storm Lake on Feb. 19, 2006.

At different times over the past seven years Tovar has been found mentally incompetent to stand trial and then found competent.

Court records don't show that Tovar ever made a plea to the murder and attempted-murder charges against him.
