Senators announce deal on background checks

Two pro-gun Senators have jump-started a gun control bill that had stalled in the Senate.

Democrat Joe Manchin of West Virginia and Republican Pat Toomey of Pennsylvania are offering up an amendment that expands background checks in an effort to keep guns out of the hands of criminals and the mentally ill.

The deal would extend background checks to gun shows and online sales.

"The common ground rests on a simple proposition, and that is criminals and seriously mentally ill shouldn't have guns," Senator Toomey said. "I don't know anyone who disagrees with that premise."

The bill leaves some loopholes, like transferring guns between family members, and it does not ban assault weapons and high-capacity magazines.

The compromise was designed to ease the concerns of 14 Republicans who threatened a filibuster.

While the deal may loosen the logjam in the Senate, it's sure to be a much tougher sell in the House.

"It's one thing for two members coming to some agreement," said House Speaker John Boehner. "It doesn't substitute the will for the other 98 members, so we'll wait and see what the Senate does."

Heritage Action, a prominent conservative group that has the ear of House members, has already come out against the compromise, calling it a "back room deal".
