Iowa judge rules on Secretary of State's election rule

DES MOINES, Iowa - A judge has ruled Iowa's secretary of state acted outside his authority when trying to issue an election rule.

Matt Schultz tried to issue a rule aimed at ridding voter registration rolls of voters who didn't appear to be U.S. Citizens in the November 2012 .

The rule didn't happen for that election, but Schultz then instituted the rule later in 2013.

The ACLU filed suit and Wednesday a Polk County Judge said Schultz does not have authority to create a rule that would cancel a voter's registration based on citizenship questions.
