(NBC News)  President Obama is asking Congress for $1-billion military spending to help secure Eastern Europe.

Mr. Obama announced his plan during a visit to Poland Tuesday morning, the first stop on his four day tour of Europe.

The money would be used for training and military exercises in Eastern Europe, expanding the U.S. naval presence in the region and helping countries bordering Russia beef up their own forces.

"We need to make sure the collective defense effort is robust, ready, properly equipped and it means every NATO member needs to do it's fair share," President Obama said.
